I just saw this company present to a conference I attended today. They take digital photos, video, etc. and recreate real life facilities virtually. The are to scale and fully operational just like the real thing. What I saw allows students to perform the actual tasks virtually. The company's website is http://www.3dinternet.com if you look in the Services menu under Interactive training and Virtual Tours you can see some samples of their work. Very cool!
They can even customize it to include real people and their actual voices. Sort of a glimpse into the future of training.
